Born in Cardiff, Wales, Brockington came to Canada in 1916 where he became a distinguished lawyer, orator and public servant. He was made first chairman of the CBC and later first president of Odeon Theatres of Canada. He headed a UNESCO delegation to India and, as rector of Queen's University, he visited the refugee camps in the Middle East.
